The Portland City Council has rescheduled the hearing date for the CEI Hub Policy Project package. City Council will hear testimony on the CEI Hub Policy Project – both the Recommended Draft and the Bulk Fuel Terminal Capacity Reduction Regulations – at a City Council meeting on Thursday, September 24, 2026, at 2 p.m.
Prior to the hearing, City Council will hold a work session on Thursday, Sept. 17, 2026 at 2:00 p.m. The work session will include a presentation by City staff followed by an opportunity for City Council to ask staff questions. Council will not take any testimony, vote, or take any action at the work session. The work session will take place in the Council Chambers at City Hall and the public is welcome to attend. City Council Package
The City Council package for the Critical Energy Infrastructure (CEI) Hub Policy Project has been released for public review and testimony. These proposed policies and regulations would limit fuel storage expansion and reduce the capacity of bulk fuel terminals at the CEI Hub.
This package includes two components:
- The Recommended Draft, which outlines the draft comprehensive plan policy and zoning code amendments to support risk reduction at bulk fuel terminals. The proposed amendments to the zoning code and the comprehensive plan were recommended to the City Council for approval by the Planning Commission in March.
- The Bulk Fuel Terminal Capacity Reduction Regulations, which would require a 20 percent reduction in storage tank capacity to further reduce risk at the CEI Hub.
Submit testimony
The Recommended Draft and Capacity Reduction Program will be considered by the Portland City Council during an upcoming hearing at on Sept. 24 at 2 p.m. There are two ways to submit testimony to the City Council:
- Submit written testimony through the project’s Map App by the time of the hearing. Written testimony for the Recommended Draft and the Capacity Reduction Program will be accepted separately.
- Give oral testimony at the hearing on Thursday, Sept. 24. Registration for oral testimony will open on the Council Clerk’s website on Friday, Sept. 18 at 9 a.m. and will close one hour prior to the hearing.

The City Council will take oral testimony during a hearing on Thursday, Sept. 24 at 2 p.m. City Council will consider testimony in its deliberations and may propose amendments before making a decision on the elements of the project package.
About the CEI Hub Policy Project
The CEI Hub is a six-mile stretch of industrial land in northwest Portland along the Willamette River that stores 90% of Oregon’s liquid fuel supply. Studies show that this area is vulnerable to earthquakes and other natural disasters, posing human health and environmental risks. The Critical Energy Infrastructure (CEI) Hub Policy Project aims to further regulate bulk fuel facilities and support safety upgrades to reduce risks in the event of an accident or earthquake.
