Karli Barich – Executive Director

Karli Barich brings a thoughtful, people‑centered approach to her work at D4C, grounded in a diverse academic and professional background. She holds an Executive MBA, a bachelor’s degree in Spanish and in Law, Societies & Justice, along with a Paralegal Certificate and a Program DPro certification focused on community and economic development. Karli has led educational institutions programs serving learners from early childhood through senior adults, designing and delivering both in‑person and asynchronous remote training. Her career also spans the for‑profit technology and energy sectors, where she has guided the development of web and software solutions that blend innovation with real‑world impact. Known for her strategic clarity, collaborative leadership, and commitment to meaningful community outcomes, Karli strengthens D4C’s mission to empower and transform communities.

Carl Hinds – Program Manager

Neighborhood Association Assistance, Communications, Small Community Grants, OCF (405) Grants, D4C IT

Carl Hinds serves as Program Manager for D4C, where he oversees grant management, communications, compliance, training, and technology systems supporting the 32 neighborhood associations across District Four.

He leads full-cycle grant development and reporting, ensures alignment with City and funder requirements, and strengthens coalition-wide operational systems. Carl directs internal and external communications and designs governance and community engagement trainings for neighborhood leaders. He also oversees digital infrastructure and vendor relationships to ensure reliable, accessible systems.

Previously, Carl served as Vice President of Operations for School of Rock, a national education organization, scaling operations across 175 locations internationally. He has also held nonprofit board leadership roles focused on governance, financial oversight, and strategic growth in several Portland nonprofit organizations, including Tears of Joy Theatre, Joy Now!, and PROWUS.

Carl brings a systems-driven, collaborative approach to strengthening neighborhood-led civic engagement in Portland.

Heather Knopf – Program Manager

Heather is a Portland musician who has been toying around with computer hardware and software since she was a young child. She studied Music as University of Northern Colorado and has begun to shift her focus into the tech world. She enjoys working for non-profits and is happy to be assisting the Neighborhood Associations.

Seth Healy – Westside Watershed Resource Center Manager

Seth enjoys working and engaging with the community to find nature-based solutions to enhance our watersheds and urban landscape. His background includes community engagement, project coordination, green infrastructure, native plants and education. He most recently served as a stormwater outreach coordinator with the Green Street Steward Program at Environmental Services where he partnered with community organizations for replanting and educational events, as well as volunteer coordination. Seth holds a Master of Urban and Regional Planning degree and a Bachelors in International Studies, both from Portland State University. In his free time, he enjoys gardening, music, practicing Mandarin and exploring the urban environment by bike. He is excited to help build community around watershed health and stormwater management through the Westside Watershed Resource Center.
