
The Oregon Department of Environmental Quality invites the public to attend a public hearing and to comment on the conditions of Zenith Energy Terminals Holdings LLC’s proposed air quality permit, known officially as a Standard Air Contaminant Discharge Permit.
Read the public notice which includes information about the draft permit and how to provide verbal or written comment. DEQ evaluates verbal and written comments with equal weight and may revise the draft permit based on comments received.
All comments are due by Friday, May 30, 2025 at 5 p.m.

First Public Hearing (in person with virtual option): May 12, 2025, 6:45 – 9:00 p.m. In person attendees will be invited to provide comment first with online and phone attendees following, time permitting.

Previous public information meetings and how to learn more
DEQ held virtual public information meetings in April and October 2024 to share information about how DEQ regulates the Zenith Energy terminal. Attendees heard from DEQ’s Air Quality Permitting Program, Fuel Tank Seismic Stability Program and Emergency Response Program on spill preparedness. DEQ also shared information about Zenith’s air quality permit application and answered questions from the public.
DEQ also held a virtual public information meeting in December 2024 to share information and answer questions about the agency’s decisions to pause Zenith’s air quality permitting process, request a LUCS and issue an enforcement order.
