D4C ED Update September 1, 2026

Welcome to September! I’m happy to report that now we have a fully executed agreement for our Base Grant Agreement with the City of Portland, and our Advance Request is in process. We are now squarely in Campaign Season! I’m hearing that there are a few complaints reaching the Election Division at the City relating to NAs and candidates/incumbents during this season. Please pay close attention to your NA activities during this time. Keep reading for resources:

Candidate Forums

  • October 5 – NW/Central: at Pearl Armory (current coordinators:  Pearl, Downtown & NWDA – contact either Diana, Glenn or Todd if your NA is interested in jumping in to help)
  • October 5 – 360PDX at First Unitarian Church
  • October 6 – City Club
  • October 11 – SW/SE: at Sellwood Community House (current coordinators: Eastmoreland, SMILE, Reed, SWHRL – contact Joyce or David Dugan if your NA is interested in jumping in to help) – The group is currently distributing a form to collect questions to prompt the candidates.

D4C Specialist & Internship Additions

Dr. Paul LeistnerLast email, I mentioned that Paul Leistner will be joining the D4C team part-time to assist Neighborhood Associations with any questions you may have. As many of you know, he is a wealth of knowledge and experience. I hope you can tap into it while he’s here. He’s agreed to 5 hours a week. Reach out to Paul by email at paul@d4cpdx.org.

Mary Jaron KelleyMary Jaron Kelley will be joining the D4C team also part-time to assist in the development of a Land Use & Transportation Manual that can be shared with all the NAs. Think of this as a practical guide to Land Use & Transportation. 

Lewis & Clark InternshipsD4C plans to onboarding up to 4 interns in October for the Fall term, which ends in December. Internship projects will range from Neighborhood Association meeting attendance, Curriculum Development, LUTC documentation and Public Safety & Livability assistance. A detailed report explaining the reasoning behind and effects of the restructuring is attached.

Notice of Design Review Temporary Suspension Project

Attached is the notice received from the Portland Planning Commission relating to the Design Review Temporary Suspension Project. This project will likely have significant impacts on development projects in the City, and recommend discussing it within your Neighborhoods Associations, if you haven’t had a chance to look at it already. Deadline to register to testify is September 21.
