
The time has come for our first annual Climate Investment Plan (CIP) review, and we’re looking for your feedback! The CIP is PCEF’s five-year plan that guides the program’s investments. We invite you to review the proposed updates and share your thoughts through our online survey or via email.
Your input will help guide how PCEF continues to deliver climate benefits and community investments for Portland! We also welcome public comment at PCEF Committee meetings. The comment period is open now through 11:59 p.m. on Wednesday, November 5.

The City of Portland is accepting applications for new members to join the PCEF Committee. This volunteer group plays a vital role in guiding investments that advance climate solutions and create meaningful social, economic, and environmental benefits for our communities. Who should apply: Community members with interest or experience in climate action, clean energy, workforce development, or community building. Time commitment: Approximately 8 to 10 hours per month, including evening meetings. Compensation: Stipends are available for participation. Deadline to apply: October 26, 2025 We encourage you to apply and to share this opportunity with your networks to help reach a broad and diverse pool of candidates. The October 2025 cycle was the final round of selection of this year, and we will not be awarding any funding requests until the April 2026 grant cycle. | About the Portland Clean Energy Community Benefits Fund The Portland Clean Energy Community Benefits Fund (PCEF) initiative was passed by 65% of Portland voters in November 2018. It provides a consistent, long-term funding source and oversight structure to ensure that our community’s climate action efforts are implemented to support social, economic and environmental benefits for all Portlanders, particularly communities who have been historically under-resourced. The initiative was supported by a broad coalition of groups and individuals and represents the first environmental initiative in Oregon led by communities on the frontlines of climate change.
