What’s happening now?


On December 11, 2024, Portland City Council unanimously adopted the Montgomery Park Area plan (MPAP), the Locally Preferred Alternative (LPA) for the streetcar extension to Montgomery Park, and a Public Benefits Agreement (PBA) related to the plan and project. On January 2, 2025, The Federal Transit Administration (FTA) granted the project entry into the Project Development phase. The project team is currently working on developing a Request for Proposal (RFP) for consultant support on Project Development task. The RFP is expected to be released in Spring or early Summer 2025. In the interim, roles and responsibilities are being finalized for project delivery at the City of Portland and with project partners at TriMet and Metro. The project team is also working on developing a public engagement strategy for the Project Development phase. During Project Development, the project team will advance engineering and design, conduct environmental review, continue community engagement, and identify and secure a final funding strategy for the project. PBOT plans to seek federal funding in 2026. The extension of the streetcar to Montgomery Park, including the rehabilitation of NW 23rd Avenue between NW Vaughn and NW Lovejoy streets and extensions of NW Roosevelt and NW Wilson streets through the former ESCO site, is expected to be under construction in 2028, with service beginning in 2030. What is this project about? The Portland Streetcar Montgomery Park Extension is planned to be a short, direct route that extends the existing North-South (NS) line along NW 23rd Avenue to a new parallel one-way couplet on NW Roosevelt and NW Wilson streets. Included in the extension is the rehabilitation of NW 23rd Avenue between NW Vaugh and NW Lovejoy streets, with accessibility, stormwater, utility, and transit stop upgrades. Multimodal extensions of NW Roosevelt and NW Wilson streets will support people walking, biking, accessing transit, and driving. The project will support the development of a new transit-oriented, mixed-use district in Northwest Portland west of US-30 between NW Nicolai and NW Vaughn streets. In December 2024, Portland City Council adopted the Montgomery Park Area Plan (MPAP) including land use changes for the area, now called the York Plan District, to help it transition into an equitable and dense dense employment- and housing-focused extension of the Northwest District served by high-capacity streetcar transit.  You can learn more about the MPAP at the MPAP webpage.
