CALL TO ACTION: CEI HUB PUBLIC COMMENT BY OCT. 17, 5PM


The City’s CEI Hub Policy Project aims to update land use and zoning policies for fuel storage facilities, focusing on regulating new development and supporting safety upgrades at existing sites. While the Discussion Draft offers four policy alternatives—with varying degrees of restrictions—each continues to allow significant risks to remain in place. The draft alternatives range from maintaining these limited restrictions to requiring safety upgrades, prohibiting expansions altogether, or even reducing existing capacity by 17% by 2035.

  However, none of these options adequately address the urgent threat posed by the CEI Hub’s concentration of fuel storage in a seismically vulnerable area. City leadership chose not to conduct meaningful Tribal Consultation on this critical issue, as it should have with all regional tribes. We cannot let the companies that profit from this dangerous status quo dictate the terms of their own regulation. The voices of tribes, frontline communities and safety experts must prevail.This catastrophic event would recontaminate the Portland Harbor Superfund site, harm wildlife, communities downstream, and would breach Tribal treaty rights. Each proposal stops short of a comprehensive plan to transition away from hazardous fuel infrastructure or ensure full community safety in the event of an earthquake or spill.  

PHCC urges community members and participants to submit public comments demanding stronger, more transformative policies that move beyond modest safety upgrades and partial capacity limits. The City must be pressed to prioritize community health, climate resilience, and environmental justice—not continued accommodation of dangerous fuel storage operations.
